Welfare Reform: Incapacity Benefit and Employment Support Allowance

This paper provides evidence about which claimant types in Poole are being helped into work and where additional local help will be required. The paper makes use of data published by the Department of Work and Pensions (DWP) to provide evidence on the duration of unemployment by claimant type. 

Key Findings

The Government is "reforming the welfare system to help more people to move into and progress in work, while supporting the most vulnerable".

  • 6,800 Poole residents were claiming out of work benefits in May 2014.

  • 1,190 claimants were claiming Job Seekers Allowance (JSA) and actively seeking employment, the majority are able to find employment relatively quickly. 720 JSA claimants claimed for less than six months.

  • 4,480 claimants were claiming out of work disability benefits in May 2014, the majority of which are long term benefit claimants. 2,650 had been claiming out of work disability benefits for more than 5 years.

  • 2,040 (nearly half) of those claiming out of work disability benefits are classified as having 'mental and behavioural disorders'.

  • 920 of those claiming out of work disability benefits are Employment and Support Allowance (ESA) claimants in the Work Related Activity Group (WRAG). These particular claimants will receive support to help get them back into work.

In the 18 months to June 2014, 65 decisions were made to temporally suspend or end entitlement to those in the ESA WRAG because they were deemed not to have just cause for failing to fulfil the conditions of their claim.
