Fairer Contributions and Fair Access to Care Services

The report outlines the results of a public consultation about charges (Fairer Contributions) and eligibility (Fair Access to Care Services) for Adult Social Care.

The Council undertook a public consultation in 2010 about charges (Fairer Contributions) and eligibility (Fair Access to Care Services) for Adult Social Care following recent guidance from central government. This was a wide ranging consultation which aimed to gather views from those receiving adult social care services, residents, and organisations.

All the views gathered during the Fairer Contributions and Fair Access to Care Services consultation have been analysed and summarised in a report which was presented to the Council's Health and Social Care Overview and Scrutiny Committee on the 21st September 2010 and to the Cabinet in October 2010.

Key Findings

Key findings of the general public consultation were:

Fairer Contributions

  • Most members of the general public (69%) agreed that the Fairer Contributions Policy was reasonable and fair.

  • Most members of the general public (64%) agreed that it is fair that there should be a maximum amount that people contribute to the cost of their care.

Fair Access to Care Services (FACS)

  • Most members of the general public (72%) agreed that the proposed new eligibility criteria is reasonable and fair.

  • Members of the general public preferred face-to-face contact (87%) as the method that the Council should offer to support people affected by the changes.
