What a Traffic Regulation Order is

A Traffic Regulation Order (TRO) is a legal Order, which allows the Highway Authority to regulate the speed, movement and parking of vehicles and regulate pedestrian movement all of which are enforceable by law. The Act governing Traffic Regulation Orders is the Road Traffic Regulation Act 1984.

Most TRO's come about as a result of requests from residents, local groups and the emergency services asking that the Council assist in resolving traffic congestion or issues that affect their daily lives.

Processing Traffic Orders

On average, a TRO will take between 9 - 12 months from design to implementation. Restrictions and regulations cannot be put in place without a TRO because we cannot enforce a TRO without a formal legal Order being in place.

Why it takes so long

The procedure includes a statutory period of advertising and consultation, which is a legal requirement. All comments of objection or support will be reported to Committee and a letter sent in advance to those people who have written inviting them to attend these meetings.

Enforcing TRO's 

Our Civil Enforcement Officers will enforce parking restrictions; the Police enforce speed and movement restrictions.

9CPhyldon RoadTo provide a residential disabled parking bay outside outside No. 8.
Vantage WayTo provide three disabled parking bays outside Pro-disability
23Rossmore Road Churchill RoadNo Waiting at Any Time (double yellow lines) will be imposed on the northern side of Rossmore Road opposite the junction with Churchill Road.
24Rossmore RoadThe existing No Waiting at Any Time (double yellow lines) will be extended up to the bus stop clearway on the southern side of Rossmore Road.
Albert RoadThe existing No Waiting at Any Time (double yellow lines) will be extended to the boundaries of No. 213/215 and No. 176/178 Albert Road.
26Safety WayA Loading Bay will be imposed on the western side of the new junction with Dorset Way in the lay-by provided. No Waiting at Any Time (double yellow lines) will be imposed on the remainder of the road.
31Stone Close Broomhill WayNo Waiting at Any Time (double yellow lines) will be imposed for the entire length of both roads.
A shared cycle/footway will be provided between Broomhill Way and Blandford Road.
Norton WayNo Waiting at Any Time (double yellow lines) will be imposed for the entire length with the exception of permitted on-street parking places (waiting limited to two hours, Monday-Friday, 8 a.m. to 6 p.m., no return within one hour).
33Hermitage RoadReduction of the No Waiting at Any Time (double yellow lines) to 10 metres on the northern side of Hermitage Road at the junction with Sea View Road.
Two parking bays will be provided in front of the road closure between Nos. 12 and 14 Hermitage Road.
Regularise the No Waiting at Any Time restrictions at the Hermitage/Balston junction
34Hillcrest RoadReduction of the No Waiting at Any Time (double yellow lines) to 10 metres on both sides of Hillcrest Road at the junction of Sea View Road.
35Chubbs MewsNo Waiting at Any Time (double yellow lines) will be imposed along the southern side and western end. No Waiting at Any Time will also be imposed for 15m on the northern side from its junction with Churchill Road

Full details of the above proposals are contained in the Draft Order which, together with a plan showing the length of roads affected and a Statement of the Council's reasons for proposing to make the Order, may be examined at Transportation Services, St. John's House, Serpentine Road, Poole. Traffic Regulaltion Order No.36-Ashley Cross
Commercial Road

A ban will be imposed on vehicles (except for buses) turning right from Commercial Road into Salterns Road.

A ban will be imposed on vehicles turning right from Commercial Road into Parr Street.

A Yellow Box marking to be placed at the junction of Curzon Road.
The existing parking bays outside No. 50 to No. 56 Commercial Road be extended in front of Nos. 58 to No. 60 to provide approximately 6 spaces in total.
Salterns RoadProvide a Bus Stop Clearway in Salterns Road at the existing bus stop near to the Commercial Road junction.
Station Road

Extension of the No Waiting at Any Time (double yellow lines) from the Commercial Road junction as far as No. 14 Station Road to accommodate two lanes of queuing traffic on the approach to the junction.

The existing parking lay-by outside Nos. 32 and 34 Station Road to be extended to provide approximately 5 spaces in total as partial replacements for the loss of existing parking by the Commercial Road junction.
