The Council has now completed a piece of work known as its Strategic Housing Land Availability Assessment which indicates that it can meet its housing requirements over the next 15 years from sites within Poole's central area and from those parts of the Borough within Flood Zone Risk 1. It also indicates that there is a readily available and deliverable 5 year supply of housing. Given this, development that is proposed in Flood Risk Zones 2 and 3 where there is to be an increase in dwelling units is unlikely to be able to meet the tests, in particular the sequential approach to site selection, that is set out in Planning Policy Statement Development and Flood Risk issued by Communities and Local Government.
Therefore, from 27 May 2008 applications that seek to intensify the residential use of a site i.e. net gain in dwelling units in Flood Zones 2 and 3 are unlikely to be determined favourably resulting in a refusal of planning permission.
