Minerals and Waste

Dorset County Council is the Minerals and Waste Planning Authority for Dorset and is responsible for the preparation of minerals and waste planning documents for the Borough of Poole, Bournemouth Borough Council and Dorset. Minerals and Waste Development Scheme

The latest version of the Minerals and Waste Development Scheme was approved by Dorset County Council on 17 December 2014 and is effective from 1 January 2015. It identifies the minerals and waste plans which are to be prepared for the administrative areas of Dorset County Council and the two unitary authorities of Bournemouth Borough Council and Borough of Poole and sets out the timetable for their preparation.

Minerals and Waste Local Plan

There are five remaining policies in the Minerals & Waste Local Plan, adopted in 1999. Following adoption of the Minerals Strategy on 6 May 2014, the following policies are the only policies of the Minerals & Waste Local Plan still remaining:

  • Policy 6 - Relating to Applications Outside the Preferred Areas
  • Policy 15 - Preferred Areas for Sand and Gravel
  • Policy 16 - Applications for the winning and working of gravel outside Preferred Areas
  • Policy 30 - Presumption in favour of extraction in Preferred Areas
  • Policy 35 - Presumption in favour of applications within Preferred Areas

The waste policies have been superseded by the adopted Waste Local Plan (2006). All mineral policies apart from those listed above have been superseded by the adopted Minerals Strategy (2014).

Minerals Strategy

The Minerals Strategy is a plan setting out the vision, objectives and policies for meeting Bournemouth, Dorset and Poole's mineral needs. It sets out the strategy for quarrying stone, sand and gravel, ball clay and other minerals within the county, taking into account the need to meet requirements in a sustainable manner. The plan contains the policies and criteria used for considering planning applications for mineral developments. The Minerals Strategy was adopted by Dorset County Council, Bournemouth Borough Council and Borough of Poole on 6 May 2014.

Draft Mineral Sites Plan

A new plan is being prepared identifying sites for mineral extraction to meet national, regional and local needs. The Mineral Sites Plan will allocate suitable sites for quarrying of sand, gravel, building stones and ball clay to meet requirements. Consultation on the Draft Mineral Sites Plan ran until 23 October 2015.

Waste Local Plan

The current Waste Local Plan for Bournemouth, Dorset and Poole, was adopted in 2006 providing guidance and criteria when considering waste planning applications. As of 30 June 2009, all policies except six within the Waste Local Plan are saved until replaced by new waste development plan documents.

Draft Waste Plan

A new Waste Plan is being prepared to provide for Bournemouth, Dorset and Poole's waste management needs. The new Waste Plan will identify sites for new waste management facilities to meet the county's needs. Once adopted, it will provide the policy framework for determining planning applications for waste management facilities. Consultation on the Draft Waste Plan took place from 15 July to 23 September 2015.
