4 Oct 05Week One of the Twin Sails Bridge Public Inquiry
The long awaited Public Inquiry for the Twin Sails Bridge got underway last week in the Conference Room at the Civic Centre. The inquiry, which is expected to last four weeks is being heard before Government appointed Planning Inspector, Mr Christopher Tipping (Cantab).
On day one dozens of members of the public and also representatives from the media attended and observed as Andrew Tait QC opened the Borough of Poole's case for a second harbour crossing in the town.
Over the next two days a number of Council officers including the Chief Executive John McBride gave evidence about different aspects of the scheme. They included Head of Strategic Planning David Ralph, Transport Policy Manager Chris Francombe and Planning Team Leader for Urban Design, John Biggs. The Council was also supported by a number of external consultants from Gifford and independent witnesses who gave expert advice and evidence in support of the proposed Full Sail Ahead scheme.
Due to the Inquiry running ahead of schedule, the decision was taken not to sit on the Thursday but resume again Friday morning when the objectors began giving their evidence outlining their concerns about the scheme.
In total 18 objectors ranging from individuals to statutory agencies, are attending the inquiry to give evidence. The majority of the concerns centre on the loss of Poole Boat Park in Wilkins Way and slipways plus how the two bridges will operate to enable marine traffic to transit safely.
The Planning Inspector also indicated on day one he will carry out at least one site visit during the Inquiry but this will not be undertaken until at least week three. The site visit will include him travelling by boat through the backwater channel during one of the existing bridge's scheduled lifts. Those wishing to join the Inspector on his visit may do so by registering their interest with the Programme Officer Rhalina Yuill.
The Inquiry sits Tuesday to Thursday each week in the Conference Room at the Civic Centre from 10am to 5pm and on Fridays from 9.30am to 1pm. Members of the public are welcome to attend.
