Strictly speaking there is no licence anymore.
The Superintendent Registrars of the districts involved will issue a 'Marriage Authority' allowing your marriage to proceed. They will let you know the date of when you can collect this document. This will not be before 15 days after the date when you gave Notice(s) of Marriage was given.
It is your responsibility to ensure that we have these documents at Poole before your marriage can take place. Naturally, if the Notice of Marriage is given here at Poole, your 'Authority(ies)' will be issued "in-house" in time for the marriage ceremony.
