Who can request a review

Any Responsible Authority or any interested party can, at any time, apply for a review of an existing premises licence/ club premises certificate on grounds relating to one of the four licensing objectives, namely where issues relate to public safety, public nuisance, protection of children and crime and disorder are noted.

How do I request a review

The application for a review must be made on the prescribed form available here. The person making the application for a review must send a copy to the licensing authority, to the holder of the premises licence/ club premises certificate and to all responsible authorities on the same day.  

Who are interested parties 

Interested parties are any of the following:

  • A person living in the vicinity
  • A body representing persons who live in the vicinity
  • A person involved in a business in that vicinity
  • A body representing persons involved in such businesses

What happens next

Once a relevant application for a review is received we must:

Advertise the application for the review and invite representations by 'interested parties' and 'responsible authorities'

Give details of time period by which representations should be made

We can reject an application for a review if we are satisfied that it is:

  • Not relevant to any of the four licensing objectives
  • It is considered to be frivolous or vexatious
  • It is considered to be repetitious

Where a review is rejected applicants will be notified of the decision and the reason for the decision.

Hearings and Appeals

Where a request for a review is accepted a hearing will be held by the licensing committee to consider the application and any relevant representations.

Once an application for a review of a premises licence has been decided, the holder of the premises licence, the person who requests the review and any other person who makes a relevant representation in relation to the application, can appeal against the decision, by given notice of appeal to the local Magistrates within a period of 21 days beginning with the day on which the appellant was notified by the licensing authority of the decision appealed against.
