Disabled Parking Permits (Blue Badge Scheme)

The Blue Badge Scheme provides a national arrangement of parking concessions for:

  • Children under the age of two who, due to a specific medical condition, need to travel with bulky medical equipment or be close to a vehicle for emergency medical treatment.
  • People with severe walking difficulties travelling as drivers or passengers.
  • Registered blind people.
  • People with severe upper limb disabilities who regularly drive a vehicle but cannot turn a steering wheel by hand, or have considerable difficulty operating all or some types of parking meters. 

You can get a badge if you:

  • receive the higher rate of the mobility component of the Disability Living Allowance (DLAHRMC).
  • receive a War Pensioners' Mobility Supplement.
  • use a motor vehicle supplied for disabled people by a Government Health Department or Motability Car Scheme.
  • are registered blind.
  • have  severe disabilities in both arms and regularly drive a non-adapted vehicle but cannot operate, or have considerable difficulty in operating, all or some types of parking meter (for example, those with thalidomide-related disabilities) are eligible for a badge. 
  • have a permanent and substantial disability which means you are unable to walk or have very considerable difficulty in walking.  People with a psychological disorder will not normally qualify unless their impairment causes very considerable, and not intermittent, difficulty in walking.

Parking Benefits

Badge holders may;

  • park free of charge and without time limit at parking meters on-street and pay-and-display on-street parking unless a local traffic order specifying a time limit for holders of disabled parking badges, such as a ban on loading, is in force.
  • be exempt from limits on parking times imposed on other users (check local signs for information).
  • usually park on single or double yellow lines for up to three hours in England and Wales, or without any time limit in Scotland except where there is a ban on loading or unloading, and at a few locations where local schemes apply eg. the area of Central London.
  • park close to their destinations but the national concessions apply only to on-street parking. More information can be found from the Department for Transport link will open in new window.

Applications

You will need to complete a Disabled Persons Parking Permit (Blue Badge Scheme) Application Form and return it to us with the attachments required.  When e-mailing a request for a Blue Badge Application Form please include the following information as this will be passed to your GP:

  • Your full name
  • Your address
  • Your date of birth
  • The nature of your difficulties

Residential Disabled Parking Bays

If you are a resident of Poole and you meet the following criteria you can apply to have a residential disabled parking bay outside your property.  Only one bay will be provided per property.  This bay cannot be reserved for your private use. It may be used by any Blue Badge holder. 

The application fee is £250.  This covers the cost of installing a bay and making the necessary traffic orders.  This will also cover our cost to remove the bay when it is no longer needed.

If you receive disability exemption from paying vehicle excise duty (vehicle tax) you will be exempt from charges on production of photocopy evident that you are in receipt of the higher rate of mobility allowance.

We require certain conditions to be met before an application for a blue badge holders vehicle parking bay can be authorised. These are;

  • Residents will need to submit an application form for application for a residential disabled parking space.
  • Applicants should have a current and valid blue badge (photocopy showing number and issuing authority should be attached to any application).
  • The applicant should be a permanent resident at the address where the bay is being applied for and generally be the driver or owner of the vehicle needing the space (photocopy of utility bill, rent book, or Council Tax bill). The vehicle should be registered at the same address as the applicant (photocopy of Vehicle Registration Document).
  • All applications to be considered by the Head of Transportation Services. Any exceptional circumstances or appeals to be considered in writing by the Chairman and Vice Chairman of the Transportation Advisory Group.
